My (Probably Wrong) Take
Here's where my slightly unhinged opinion comes in. Prepare yourselves!
I think Dragon has a Human-Human Fruit, Model: Buddha 2.0. Yep, another Buddha fruit.

Wait, what?!
I know, I know. Sengoku already has the Buddha fruit! Hear me out!
My thinking is that there is another version of that fruit. A mythical Zoan type, allowing the user to turn into a giant enlightened being.
But why? Well, think about it. The Revolution is all about freedom and enlightenment, right?
Dragon wants to liberate the world. A Buddha transformation is all about peace and inner strength.

It makes him the ultimate symbol of hope and resistance.
The Evidence (Or Lack Thereof)
Okay, the actual in-universe evidence is… pretty thin. I'll admit it. We see wind during his appearances. But that could be coincidental!
Also, he is a revolutionary leader. People assume this means it can control weather, and has great power. It is like when you have an uncle who is in IT, and everyone assume he knows how to fix everything computer related!
Maybe the wind is just a dramatic effect he creates on purpose? He IS trying to build a mythos. Perhaps he is the greatest actor in the world.

But what about the symbolism? The themes of the story? I think my fruit idea fits thematically!
Why I Like This Theory
Honestly, it's unexpected. Everyone expects some kind of elemental power.
A Buddha fruit would be a curveball. It’s different and fits Dragon’s goal. Also it might be hilarious!
Plus, it sets up a fun potential clash. Sengoku vs. Dragon! Two Buddhas enter, one Buddha leaves!

Look, I'm probably wrong. The weather theory is probably the right one. Or maybe it's something completely different!
But wouldn't it be cool if Dragon was just a giant golden statue of enlightenment? I think so!
