Officially, it's supposed to happen before the return to the Sabaody Archipelago. Right before things get REALLY serious. But does that really work?

Hear me out! The crew had two years to train. Maybe some of them secretly snuck off to deal with Shiki. A top-secret mission, if you will.
That explains why they are stronger in the movie. That can explain why the Straw Hats appear to have a firmer grasp of their post-training abilities.
Evidence (Maybe?) to Back Up the Madness
First, the outfits! They're suspiciously... stylish. Like something they'd wear after getting a wardrobe upgrade.

Second, Luffy's confidence. He seems way more in control than pre-timeskip. He's not just blindly charging in.
Third, it provides a little break from the constant training. A mini-adventure to test their skills. Makes sense, right?

Ultimately, it doesn't really matter when Strong World happened. It's a fun movie with awesome action. And the villain has zero sense of direction!
