When Does My Hero Academia Two Heroes Take Place

Why? Because Izuku has better control of One For All by then. He can use Full Cowling much more effectively. He's also had more experience working with others.
And Bakugo? He might be slightly less volatile at that point. Notice I said slightly. We're not talking about a complete personality transplant here!

Plus, placing it later gives Melissa more time to develop her gear. It explains why she's not a major player during the main storyline. She's just doing her own thing overseas, further down the line.
