It just didn't quite reach the heights of some of the other episodes, in my humble opinion.
Maybe I'm holding it to too high a standard. S.W.A.T. has set the bar pretty high.
Perhaps my expectations are just different. I want gritty realism with a side of emotional turmoil! Is that too much to ask?
Ultimately, it's all subjective. Maybe you loved episode 2! And that's perfectly fine.

But for me, it was just… okay. A solid "meh."
