Usually, SVU excels at digging into the characters' motivations. The victims, the perpetrators, even the witnesses often have layers.
But in this episode, the witnesses just feel like... placeholders. Cardboard cutouts representing societal indifference.

And that's fine, I guess, but it doesn't make for thrilling television, does it?

Of course, Benson and Fin are great as always. You can't really fault the acting.

Imagine if we got to spend more time with a few key witnesses. Explore their fears, their biases, their reasons for staying silent.
That could have been something truly powerful.

Look, I'm not saying it's the worst episode of SVU ever. Absolutely not.
It's still SVU! There's still some level of drama and intrigue.
But compared to other episodes in Season 17 (and the entire series, really), it just feels... forgettable.

So, yeah, "Forty-One Witnesses" is a perfectly adequate episode of SVU.
But adequate isn't what we expect from Olivia Benson and her squad. We want extraordinary! We want to be gripped!
This one just leaves me feeling…meh.
