Frank's involvement, as always, is ethically questionable. At best. He's in it for the money, no matter how dirty it gets.
His "business" with the trash company is shady from the start. Corruption and exploitation are just part of his daily routine.
He is like a human roach, who loves money more than hygiene.
The Gang's Overall Environmental Impact
The gang's efforts to "go green" are, predictably, a disaster. They accomplish nothing except creating more chaos and pollution.
Their good intentions are quickly overshadowed by their selfishness and stupidity. Which is basically the theme of the entire show.

It’s like watching a group of toddlers try to solve a Rubik's Cube with a sledgehammer.
Why It Works
This episode is a great example of Sunny's genius. It takes a relevant issue (recycling) and twists it into something completely absurd.
The characters' flaws are on full display. Their interactions are hilarious. It's a perfect blend of cringe and comedy.
It reminds us that even with the best intentions, the gang will always find a way to screw things up.
