Tariq definitely shares some characteristics as Tommy. It would be interesting to see what the dynamic would be like if they worked together instead of against each other.
Why A Return Makes Sense (Or at Least, Makes Things Interesting)
From a storytelling perspective, bringing Tommy back to Ghost could inject a serious dose of chaos and nostalgia. The show is definitely in need of a plot twist.
Imagine the storylines! Tommy giving Tariq unsolicited (and probably violent) advice. He could also come back to take down the Tejadas if they become too powerful, and cause problems in Chicago.

Also, too much Tommy might dilute his character's impact. Sometimes, absence really does make the heart grow fonder and we might get too much of his character.
