My Bold (and Probably Wrong) Theory
Think about it. The story has had multiple satisfying arcs. Each feels like a potential ending point. Chimera Ant arc? Could have ended there. Election arc? Sure, why not?
Each arc has its own closure. The main characters grow and change. Aren't those signs of a story wrapping up?

Maybe Togashi-sensei is a genius playing the long game. He tricked us all! The real Hunter x Hunter is the friends we made along the way…and the endless anticipation.
Acceptance is Key (or Copium, You Decide)
I’m not saying we shouldn’t hope for more. A little hope never hurt anyone (except maybe when waiting for new chapters). But perhaps we should redefine "finished."
Maybe "finished" means the story has reached a point where it's complete enough. Complete enough that even if we don't get the ending we expect, we can still appreciate what we have. That is a valid definition for finished, right?

We can re-watch the anime a hundred times. Re-read the manga until the pages fall apart. We can write fanfiction so wild that even Togashi would be impressed.
So, Is It Finished?
Objectively? No. Subjectively? Maybe. Depends on your sanity levels, really.
