Important: Make sure you don't have any other housing issues preventing her from spawning. Things like: an invasion currently happening, a blood moon, or too many NPCs already crowding your town. Terraria has an NPC limit, and if you're already at it, you'll have to wait for one of your current residents to… relocate… before the Steampunker will move in.
