Where's the tension? The real feeling of suspense? The Fallout world building?

I wanted double-crossing. I wanted moral ambiguity. Maybe even a compelling reason why someone would sabotage HELIOS One.
Instead, we get a cardboard cutout villain doing... villain things. Snooze.
The Ending... Oh, The Ending
And the choices! Oh boy. Do you side with the obvious bad guy? Or the equally uninspiring good guys?
Neither option feels particularly satisfying. It's like picking between stale bread and slightly less stale bread.

Give me consequences! Give me a reason to care! Don't just give me binary choices with zero emotional impact.
