Once you've put a few points into Legerdemain, you'll be able to access the Thieves Guild hideouts in each of the major alliances. The first Fence is typically in the Outlaws Refuge of your starting city.

• Daggerfall Covenant: Daggerfall, in Glenumbra. Find the Outlaws Refuge tucked away near the docks.
• Ebonheart Pact: Davon's Watch, in Stonefalls. The Outlaws Refuge is near the center of town.
