Don't get me wrong, the jokes are funny. Charlie's awkward seduction attempts are cringe-worthy in the best way. But other episodes have bigger laughs.
The Cricket Factor
Cricket is barely in this episode! And Cricket elevates everything. The show isn't quite as funny without him slithering around.
Sure, he's there as a priest who is not comfortable giving Charlie confession. But it's just a glimpse. A mere appetizer of the Cricket we all adore.

Give me a full-blown Cricket meltdown any day. That’s where the real comedy magic happens.
Dennis and Dee's Side Plot
Dennis and Dee trying to exploit a handicapped parking spot? It's funny, sure. But it's pretty standard "Dennis and Dee being awful" fare.

Even Frank isn't at his full, unhinged potential here. He's there. He's scheming. But he is only a small part of the plan.
We don't get the full Danny DeVito crazy. He's not eating garbage. He's not plotting world domination. He is not in the sewers.
He's just… relatively normal. (Well, "normal" for Frank.)
Compared to Other Gems
Think about other Season 2 episodes. "The Gang Runs for Office"? "Dennis and Dee Go on Welfare"? Those are comedy masterpieces!

They are quotable. They are inventive. They push the boundaries of depravity. "Charlie Gets Crippled" feels... tame, in comparison.
They took all the core elements and just mixed them in the same bowl. Less risk, less reward, as they say.
It's Still Good, Though!
Okay, okay, I'm not saying it's a bad episode. It's Always Sunny. It's still hilarious. I still laugh when I watch it.
