The characters haven't fully developed yet. They're still figuring out who they are. And, more importantly, how awful they can be.
It's like seeing a baby version of your favorite monster. It's cute, but you know it's going to grow up and terrorize everyone.
Maybe it's because the show hadn't found its footing yet. Maybe it's because the writing wasn't as sharp. Whatever the reason, it's not my favorite.

It introduces us to the Paddy's Pub gang. It sets the stage for all the horrible things to come.
It's like the pilot episode of a plane. It's not the most exciting flight, but it gets you where you need to go. But it's not as good as other episodes.
Without it, we wouldn't have "The Nightman Cometh" or "Sweet Dee Gets Audited". We wouldn't have "The D.E.N.N.I.S. System" or "Chardee MacDennis: The Game of Games".
